Extract from Conclusions of Cabinet Meeting held on the

(b) That applications by private firms for licences
for export of war material to China and Japan
should be dealt with as hitherto, and that a
policy of "masterly inactivity" should be
maintained as long as possible in regard to them:
(c)
That sales of surplus Government war material
to China' and Japan should not be permitted while
the present hostilities lasted.
